OBC Cast "Kunbi" is included in the Central OBC List for Maharashtra by the National Commission for Backward Classes (NCBC). While it is Sr. No. 83 in the Maharashtra State list, it falls under Entry No. 70 in the Central list

 

India has a rich history in the field of medical science, boasting approximately 600 esteemed institutions offering programs in MBBS, BDS, pharmacy, nursing, and other medical and paramedical disciplines.

The cost of pursuing a medical education in India varies considerably, with government colleges typically offering lower fees, starting from as low as Rs. 7,000 per year, while private colleges may charge up to Rs. 25 lakhs annually.

MBBS stands for Bachelor of Medicine, Bachelor of Surgery.

The National Medical Commission (NMC) acts as the primary regulatory authority for medical education in India, overseeing the entire lifecycle of MBBS admissions from setting standards to monitoring student data.

Only students admitted to colleges Recognized by the NMC can obtain a valid medical license in India.

Key Roles of NMC in MBBS Admissions - To frame the policies and regulations including eligibility criteria such as age and educational qualifications, setting the syllabus, exam pattern, and general guidelines for the NEET test. Approves the establishment of new medical colleges and authorizes increases in seat intake for existing institutions, Fee Determination of private medical institutions, operates a centralized "UG Admission Monitoring Module" where all medical colleges must mandatorily upload details of admitted students, Counseling Oversight etc.

While the NMC is the "rule maker" that sets standards and approves seats, the Medical Counseling Committee (MCC) and the Maharashtra State CET Cell are the "executors" that actually conduct the admission process. They handle different "pools" of seats based on the quota system.

The MCC operates at the national level under the Directorate General of Health Services (DGHS). It is responsible for the 15% All India Quota (AIQ) seats in all government medical colleges across India. Key Tasks are : Managing online registration, choice filling, and seat allotment results for the national pool.

The State CET Cell operates at the state level for the Government of Maharashtra. It manages the 85% State Quota seats in Maharashtra's government colleges and 100% of seats in private medical colleges within the state. Key Tasks are : Preparing the State Merit List, verifying local documents (like Domicile and Caste certificates), and conducting state-specific counseling rounds (CAP rounds).

 

​As of 2025, Maharashtra has a total of 68 medical colleges, comprising both government and private institutions: 

  • Government Medical Colleges: 32

  • Private Medical Colleges: 36​

These colleges collectively offer a substantial number of MBBS seats, with government colleges providing approximately 5,125 seats and private colleges offering around 5,720 seats.

As of March 1, 2025, India has a total of 779 medical colleges, comprising :

  • 431 Government Medical Colleges

  • 55 Deemed Medical Colleges

  • 293 Private Medical Colleges

As of August 2024, India has 56,300 government medical college seats and 52,640 private medical college seats.

Fees Regulations

For the 2025-26 academic session, the Maharashtra Fee Regulating Authority (FRA) has revised the annual tuition fees for private medical colleges, which now generally range from ₹6.21 lakh to ₹15.57 lakh per year for open-category seats.

  • Lowest Range: From ~₹6.21 lakh To ~₹7.50 lakh Per Annum
  • Mid-Range: From ~₹8.51 lakh To ~₹10.33 lakh
  • Highest Range: From ~₹13.00 lakh To ~₹15.57 lakh

Category-Based Concessions -

In private colleges, the State of Maharashtra offers significant fee reimbursements for students admitted through the CAP Rounds (State Quota): 

  • OBC Candidates: Typically pay 50% of the tuition fee.
  • EBC/EWS Candidates: Eligible for a 50% tuition fee waiver.
  • SC/ST/VJNT Candidates: Usually receive a 100% tuition fee waiver, though they must still pay development and other miscellaneous fees.

Institutional & Deemed University Fees

Fees for Institutional Quota (Management) and Deemed Universities are significantly higher and are not subsidized by state category benefits:

Deemed Universities: Range from ₹21 lakh to ₹27 lakh per year (e.g., DY Patil Pune at ~₹26.5 lakh).

Management Quota: Can range from ₹32 lakh to over ₹50 lakh per year in certain private colleges.

Note: In addition to tuition, expect Development Fees (approx. 10% of tuition), Hostel Fees (₹70,000–₹2,00,000+), and one-time security deposits.

If you are an OBC-NCL candidate and secure a seat through the CAP round in a private medical college in Maharashtra, you are typically required to pay only 50% of the tuition fees due to Category Benefit.

However, this is not an automatic discount at the counter; it is a reimbursement scheme managed by the state government.

Key Conditions for the 50% Concession -

  1. CAP Round Admission: You must be admitted through the Centralised Admission Process (CAP).
  2. Income Limit: Your family’s annual income must be ₹8 lakh or less to qualify for this "Freeship"
  3. MahaDBT Application: You must apply for this benefit online via the MahaDBT Portal after securing admission.
  4. Caste Validity: You must possess a valid Caste Certificate, Caste Validity Certificate, and a Non-Creamy Layer (NCL) certificate issued by the Maharashtra state authorities.

Whether you are in a Government or Private college, you must register on the MahaDBT portal every year to claim this concession.

In GMCs, the college often deducts the amount at the time of admission itself.

In Private Colleges, you might have to pay the full amount or a partial amount upfront, and the government later reimburses the 50% share to the college or your account.

Crucial Note: Remember, if you get a seat in a Deemed University (like DY Patil or MGM) via the MCC portal, there is zero OBC benefit. You pay the full ₹25 Lakhs even if you are OBC.

Pro-Tip: When you report to the college for admission, you should carry your Income Certificate and Caste Validity. Most private colleges will allow you to pay only the 50% share at the time of joining if your documents are in order, while the remaining 50% is later settled by the government directly with the college via the MahaDBT portal.

To Verify if a specific college is eligible for the MahaDBT (50% OBC concession), you need to check two specific things before filling your preference form.

  1. Check the "Minority Status" in the Seat Matrix - 
    Non-Minority Private Colleges: These are 100% eligible for the MahaDBT OBC scholarship.
    Religious/Linguistic Minority Colleges: May not 100% eligible due to their own specific "Minority Quota" rules that block the scholarship.
  2. Use the MahaDBT "Institute Search" Tool -
    The most foolproof way is to go directly to the source. Look for the "Institute Search" or "Registered Institutes" section. Select the Department: "Directorate of Medical Education and Research (DMER)". Search for the college name.  If the college is registered here under the "Post Matric Scholarship for OBC Students" scheme, they are legally bound to give you the 50% concession.
  3. The "Institutional Quota" Trap
    Remember : even if a college is "MahaDBT Eligible," you lose the benefit if you are allotted a seat under the 15% Institutional/Management Quota (M-Code). The scholarship only applies if you are allotted a State Quota (S-Code) seat.
  4. Direct Confirmation (The Final Step) -
    If you are still confused, pick a phone and give a call to the  Student Section of that college. They are usually very transparent about this because they want their fees paid!

Scholarships Or Financial Aids

Apart from the standard 50% Tuition Fee waiver (Post-Matric Scholarship), here are the other financial aids available for an OBC Male candidate in Maharashtra for MBBS:

  1. Swadhar Yojana (For SC/OBC/VJNT)

    This is a hostel and maintenance allowance for students who do not get admission into a government hostel.
    Eligibility: Family income < ₹2.5 Lakh (for full benefits) or up to ₹8 Lakh (partial).
    Benefit: You receive ₹48,000 to ₹60,000 per year directly into your bank account to cover room rent, traveling, and mess charges.
    Condition: You must be studying in a city away from your hometown.

  2. Maintenance Allowance (Scholarship Component)

    If you are already receiving the 50% fee waiver through MahaDBT, you are also eligible for a monthly maintenance allowance.
    Benefit:
    Hostellers: Approx. ₹1,000 to ₹1,200 per month for 10 months.
    Day Scholars: Approx. ₹500 to ₹600 per month for 10 months.
    Application: This is usually bundled with your main MahaDBT application.

  3. Education Loans with Interest Subsidy (Dr. Panjabrao Deshmukh Scheme)

    While the main scheme is for hostel stay, the government also coordinates with banks for education loans.
    Benefit: If you take an education loan for MBBS, the state government sometimes provides an interest subsidy (they pay the interest while you study) for students from the OBC/EBC category with family income < ₹8 Lakh.

  4. Central Sector Scheme of Scholarship (CSSS)

    This is a National Level scholarship for "College and University Students."
    Eligibility: You must be in the Top 20th percentile of your Class 12th Board results (usually 80%+).
    Benefit: ₹12,000 per year for the first three years and ₹20,000 per year for the 4th and 5th year of MBBS.
    Platform: Apply via the National Scholarship Portal (NSP).

  5. Private/Corporate Scholarships

    Many foundations offer help specifically to medical students based on merit-cum-means:
    HDFC Badhte Kadam Scholarship: Offers up to ₹1,00,000 for professional courses.
    Reliance Foundation Scholarship: Up to ₹2,00,000 per year for undergraduate students.
    Tata Trust Medical Scholarship: They provide partial fee waivers for students with excellent academic records and low family income.

Important: The "One Scholarship" Rule
Note that you generally cannot claim two government scholarships at the same time. For example, if you take the 50% OBC Fee Waiver from the Maharashtra State, you cannot take the Central Sector Scholarship from the National Portal. However, you can usually combine a government fee waiver with a private foundation scholarship (like Tata or HDFC).

Suppose a Government Medical College (GMC) in Maharashtra has 100 seats, the distribution is first split between the All India Quota (AIQ) and the State Quota

In Maharashtra, an OBC male candidate can compete for a total of approximately 3,000 to 4,000+ seats within the government medical college system. This number includes both the seats specifically reserved for him and those open to all candidates based on merit.

  1. Maharashtra State Quota (85% of 6,075 seats)

    Out of the ~5,164 seats available to Maharashtra residents, he can compete for:

    • OBC Reserved Seats (Male/General): ~687 seats (19% of state quota, minus the 30% female reservation).
    • Unreserved (Open) Seats: ~2,065 seats (roughly 40% of the state quota). If his rank is high enough, he can take a seat in this pool, which is open to all categories.
    • Subtotal (State)~2,752 potential seats in Maharashtra.
  2. All India Quota (15% of national government seats)

    He is not limited to the seats Maharashtra sends to the national pool. He can compete for all government medical college seats across India (~15% of ~60,000+ seats).

    • OBC Reserved Seats (27% of AIQ): ~2,400+ seats nationwide.
    • Unreserved (Open) Seats (AIQ): ~3,500+ seats nationwide.
    • Subtotal (AIQ)~5,900+ potential seats across India.

Total Competition Summary

When all pools are combined, an OBC male candidate's "competition seat count" is categorized by how he can claim them:

Crucial Logic: He does not compete for 2,752 + 5,900 simultaneously in one pool. Instead, he has two separate chances. If he doesn't get a seat in the AIQ rounds (national), he still has a full shot at the ~2,752 seats in the Maharashtra state rounds.

Summary of Competition :
In both the 15% AIQ and the 85% State Quota, his path to a seat is:

  • First Priority: Attempt to qualify for an Open (General) seat based on high merit.
  • Second Priority: Use his OBC reservation to secure a seat if his rank falls within the OBC-specific cutoff (which is typically lower than the Open cutoff).

You will still be eligible for 50% Fee Waiver of OBC - NCL even if you secure the Open Seat via Merit in Centralized Admission Process (CAP).However you would still need to consider for costs such as Development Fees, Hostel Charges, and Mess Fees etc.

Seat Categorization in the CAP Round

When you fill out your preference form in the CAP round, you are competing for three different "buckets" of seats:

  • State Quota (85%): These are the seats where the 50% fee concession applies for OBC candidates. These are allotted based on your state merit rank and category.
  • Institutional Quota (15%): These are also filled via the CAP portal (to ensure transparency), but they are marked as "Management Quota" seats. If you are allotted a seat in this 15% bucket, you must pay 100% fees (sometimes 3x to 5x the regular fee), even if you are OBC.
  • NRI Quota: A subset of the Institutional Quota, requiring NRI status and much higher fees.

Even though the State CET Cell manages the allotment for the entire college, the seats are divided into specific "pockets" with completely different fee structures:

The 100-Seat Breakdown (Example)

If a private college has 100 seats, they are typically split like this:

  1. 85% State Quota (85 Seats):
    • The CET Cell allocates these based on State Merit.
    • The Benefit: This is where your 50% OBC fee concession applies.
    • The Catch: Competition is higher because the fees are lower.
  2. 15% Institutional Quota / Management (15 Seats):
    • The CET Cell still processes the names, but these are "Management" seats.
    • The Cost: Usually 3 times the regular tuition fee.
    • The Catch: There are NO category concessions here. An OBC candidate allotted here pays the full Management fee.

How this works in the "Preference Form" - 

When you fill out your choices on the CET Cell website, you will see different Choice Codes for the same college:

  • Code ending in "S" (e.g., 1101S): This is for the State Quota. You want this to get your 50% OBC benefit.
  • Code ending in "N" or "M" (e.g., 1101N): This is for the Institutional/NRI Quota. If you select this and get allotted, you are liable for the high fees.

One Exception: Government Colleges

In Government Medical Colleges (GMC), there is no Management Quota.

  • 15% goes to the All India Quota (MCC).
  • 85% goes to the State Quota (CET Cell).

As an OBC candidate in a GMC, you pay a very nominal fee (usually ~₹1.3 Lakh total, with further concessions).

The Strategy: Most students fill all the "S" codes (State Quota) for their preferred colleges first. They only add "N" or "M" codes if they have a very high budget and a lower NEET score.

The Difference between OBC and EWS Quota

* Note : If a candiate has both OBC Certificate as well as EWS certificate.. is he eligible to both OBC and EWS quota ? Then, NO, a candidate cannot claim benefits from both the OBC and EWS quotas simultaneously.

In Indian reservation systems, including medical admissions in Maharashtra, these two categories are mutually exclusive: 

  • EWS is for the General Category only: The Economically Weaker Section (EWS) reservation is specifically designed for candidates who do not belong to any other reserved category, such as SC, ST, or OBC.
  • OBC is a separate Caste-based category: If you belong to a caste listed in the Central or State OBC list and hold an OBC certificate, you are automatically disqualified from the EWS category because you are already "covered" under a reservation scheme.

While you may technically meet the financial criteria for both (as both usually have an annual family income limit of ₹8 lakh), you must choose only one category during the NEET application and Maharashtra State CET Cell registration.

Comparing OBC and EWS cutoffs is crucial because, while both have similar income limits (₹8 lakh), their seat counts and competition levels differ significantly in Maharashtra.

In Maharashtra, the EWS category consistently shows a lower cutoff (higher rank) than the OBC category in both state-wide trends and individual top-tier colleges. For 2025, the EWS rank advantage (the margin by which EWS is easier to get) ranged from ~7,000 ranks at top Mumbai colleges to over 20,000 ranks state-wide.

3. Key Findings for 2025

  • Rank Inflation: Ranks shifted significantly in 2025 compared to 2024. For example, at BJMC Pune, the EWS closing rank moved from 11,989 (2024) to 17,010 (2025), reflecting a broader relaxation in cutoff ranks this year.
  • EWS Consistency: In most top colleges like BJMC and GMC Nagpur, the EWS category remains significantly less competitive than OBC, often allowing students with ranks 7,000–9,000 places lower to secure a seat in the same institute.
  • Qualifying vs. Admission: While the national qualifying marks dropped to 144 (EWS) and 113 (OBC), the actual admission scores for government seats remained high, typically above 570+ for these categories in Maharashtra.

Dropping your OBC claim to choose EWS is not recommended—both for legal and strategic reasons. In fact, doing so could lead to the rejection of your application or legal issues during document verification.

1. Legal Ineligibility

Under Indian law, the EWS (Economically Weaker Section) reservation is exclusively for the General Category

  • The Rule: You only qualify for EWS if you do not belong to any other reserved category like SC, ST, or OBC.
  • Rule of Exclusion: If your caste is listed in the OBC category (Central or State), you are legally ineligible to apply for EWS.
  • Kunbi Status: Since "Kunbi" is officially listed in the Central OBC list, Entry No. 70 (Sr. No. 83 for Maharashtra), you are legally an OBC candidate. You cannot "opt-out" of your caste identity to claim a reservation meant for General category students. 
  • Penalty: Since Kunbi is on both the State and Central OBC lists, claiming EWS would be a "wrongful claim." If you apply under EWS while having a Kunbi background, your admission will likely be cancelled during document verification.

2. Strategic Disadvantage of EWS

Even if it were legally possible, EWS is statistically less beneficial than OBC-NCL:

3. Statistical Advantage of OBC

While the closing ranks for GMC Mumbai 2025 were close (OBC: 16,458 vs. EWS: 16,525), looking at the broader picture reveals why OBC is stronger: 

  • Reservation Volume: OBC candidates get 27% reservation in the 15% All India Quota, while EWS gets only 10%. In the Maharashtra State Quota, OBC has 19% reservation compared to 10% for EWS.
  • Safety Across Other Colleges: In 2025, while GMC Mumbai was close, the general trend across other Maharashtra government colleges showed that OBC ranks often extended further than EWS. For instance, Round 1 government college closing ranks reached 66,192 for EWS but were more consistent for OBC candidates across the board.
  • Seat Pool: There are nearly twice as many OBC seats as EWS seats in almost every government medical college. This larger pool makes you safer if the competition fluctuates in a particular year

4. Why People Get Confused

You might see Maratha candidates (who are not Kunbi) applying for EWS. This is because Marathas are considered "General" in the Central list, so they are eligible for EWS. However, because your community (Kunbi) has been granted OBC status, you must use that specific reservation.
As a Kunbi (OBC) candidate, you should stick to the OBC-NCL claim. It is your legal right, offers a much larger reservation percentage (19%–27%), and provides a safer cushion across the hundreds of other colleges you will list in your preference form
